GSA recently completed an elevator modernization project at the James A. Byrne U.S. Courthouse in Philadelphia, Pennsylvania. It is GSA’s first regional modernization to incorporate the RATH® video communications screen in each elevator car, allowing passengers and building staff to communicate in the event of emergencies.
The modernization project provided comprehensive upgrades to the Courthouse’s eight elevator cabs, encompassing essential back-end improvements.

The project integrated the RATH® Communications video messaging system, which allows passengers to communicate with building staff, who can observe passengers at any location within the elevator cab. The emergency messaging system on the elevator cab’s interior panel provides accessibility for the deaf, hard of hearing, mute, and those with speech impediments with an alternative means to communicate with the call center in the event of an emergency.
It is also the only known in-house monitored elevator system installed at a GSA owned federal facility that utilizes a local-area network (LAN) for installation and implementation. This ensures a highly secure system, accessible only to onsite security personnel. GSA coordinated with the U.S. Marshals Service to provide in-person and recorded training for all staff members.
The project, completed in February 2024, was recognized at the GSA Construction Awards with a Merit Award in the Engaged Customer Projects category.
