Mandates and requirements
See if your SIN is part of TDR
Check your SIN by typing it in the search bar of our MAS TDR table.
When is TDR mandatory?
We anticipate making TDR mandatory in Q1 fiscal year 2026.
If your contract has not yet opted into TDR
All contracts need to opt-in by Sept. 30, 2025. The mod should be submitted before then.
If one SIN on your contract is part of TDR
If any special item number on your contract is subject to TDR, your entire contract will be TDR on the effective date of the Participate in TDR modification, even if you haven’t had work in the SIN.
If you have no contracts on MAS with TDR SINs
$0.00 sales reporting is required.
When to submit a mod if a TDR SIN is added
90 days from receipt of the mass modification.
If submitting a new offer with a TDR-eligible SIN
You should opt in to TDR when you submit your MAS offer, removing the need to opt in after your contract is awarded.
If you want to go straight to TDR
Currently, only contractors with mandatory TDR SINs can participate in TDR. Contractors without these SINs continue as-is until we add the remaining SINs in a MAS Refresh in Q1 FY 2026.
Do I opt in for all SINs?
TDR reporting is done on a contract basis, so TDR reporting is due for the entire contract.
If all but one of your SINs are TDR-eligible
All of your contracts will be under TDR.
If you opt-in and later add a SIN not currently on the list
TDR is done on a contract basis, so once in TDR it applies to all SINs under the contract.
SBA 8(a) contract award inclusions
Any MAS award and transaction is included in TDR.
Should my total pricing report include freight?
It depends on whether shipping is awarded under your contract. If your pricing is Freight on Board — or FOB — origin and shipping is not approved under your MAS contract, the freight would be open market and should be invoiced as such and not reported as a MAS sale.
Currently TDR-eligible SINs
As of today, there are 177 TDR-eligible SINs, including 62 from Refresh 27/28 and 115 that were already TDR beforehand.
Monthly TDR reporting
TDR reporting due dates
TDR requires monthly reporting via the FAS Sales Reporting Portal, also called SRP. The monthly reporting period for October is due Nov. 30, and will follow that monthly pattern moving forward. TDR reporting begins on the first day of the quarter following acceptance of the TDR modification. For those joining TDR under Refresh 28, the first day of TDR reporting is Oct. 1, 2025.
IFF payment frequency
The Industrial Funding Fee is remitted quarterly, but you can pay monthly if you prefer.
Will TDR replace current FAS reporting?
No. Both TDR and IFF are required. TDR requires monthly reporting, but IFF payments are still made quarterly.
How TDR differs from existing sales reports
FAS sales are quarterly with no line-item level reporting. TDR is monthly reporting at the line item level with 12 required and four optional data fields.
Commercial versus government sales
TDR contractors are only required to report transactions under their MAS Schedule contract.
Mass Mod Refresh 27 versus Refresh 28
Refresh 27 had some technical issues, so Refresh 28 was released in its place. You should now have Refresh 28.
Does TDR apply to all GSA contracts?
No, TDR applies to MAS contracts. It applies to blanket purchase agreements only if the BPAs are awarded against MAS.
Are sales based on invoice or payment date?
TDR allows you to report sales based on either invoice date or payment date.

Who reports what in a teaming arrangement
Each Contractor Team Arrangement member must report the products and services that they provide under their contract, in accordance with their respective contract terms and conditions.
Data fields and reporting elements
Number to use for TDR reporting
If the customer issued a task, delivery order or PIID, use that number. Otherwise, use the invoice number or an internal order number.
Products without a Universal Product Code
Leave the UPC field blank. A UPC is not required.
Are we only reporting GSA transactions with TDR?
Yes. Report only transactions under your MAS contract.
What “total price” refers to in TDR reporting
Total price is the single line item’s price per unit multiplied by the quantity.
What if my contract only covers services?
Leave fields like manufacturer name and manufacturer part number blank.
How to report a highly configurable product
Report the base model on the first line. Include the various configurations in the description field.
Date to use for quarterly reporting
TDR allows reporting based on either the invoice date or the payment date.
If I add a TDR SIN after Oct. 1, how soon should I submit the Participate in TDR mod?
As soon as possible after the “Add SIN” modification is approved.
If a TDR mod is fully executed in July, when does monthly reporting begin?
The effective date aligns with the first day of the next applicable sales quarter: Oct. 1, Jan. 1, April 1, or July 1.
Modification process and requirements
Refresh 28 acceptance and TDR participation
It is mandatory to accept Refresh 28. If your contract includes at least one SIN subject to TDR, you must also submit a modification to participate in TDR.
Saving and resuming TDR eMods
You should be able to save your progress. Email vsc@gsa.gov if you experience issues.
Manufacturer’s Catalog Number
TDR participants do not need to enter MFC information.
How TDR affects adding new products to your schedule
At offer submission, supporting documentation, such as invoices, is not required at offer submission, but the contracting specialist or contracting officer may request it.
If I add a TDR SIN to my contract, do all SINs become subject to TDR?
TDR applies to the entire contract, so all SINs become subject to TDR requirements.
What type of cover letter is needed?
Include a signed and dated cover letter on company letterhead from an authorized negotiator. The letter should state that you are requesting to participate in TDR and include the required statement for all mods: I certify to the best of my knowledge that the information I provided is current, complete, and accurate. All other terms and conditions remain the same.
What if we do not report sales before the 30th?
TDR sales are not required to be submitted by Sept. 30; only that you enter TDR by then.
Impact on pricing and commercial sales practices
Requirements that TDR eliminates
TDR removes commercial sales practices, or CSP, and basis of award, or BOA, requirements.
How to price GSA sales under TDR
MAS pricing is still negotiated and approved by GSA contracting officers. However, CSP/BOA requirements are eliminated.
How we validate proposed pricing
Our COs use horizontal price comparisons and Commercial Price Lists, which vendors must still provide.
Whether the Price Reduction Clause applies
The PRC applies until the effective date of the Participate in TDR modification. PRC compliance may be reviewed in Industrial Operations Analyst, or IOA, assessments.
FAS SRP and technical issues
Email notifications
You will receive a notification email for both when an upload fails as well as when there’s a successful submission.
To add a new SRP user
Reach out to your assigned ACO for assistance.
Eligibility to access the SRP
Contractors must: be a recognized point of contact on the contract, register and activate a multi-factor authentication account with the same email as the contract POC, and be an authorized negotiator, IFF POC, or admin POC.
To regain access or merge SRP accounts
Contact our Vendor Support Center at vendor.support@gsa.gov.
SRP process timeframe
The acceptance or rejection process depends on the number of rows in your upload. It can take anywhere from seconds to an hour.
IFF calculation
The SRP will tell you how much IFF is due after you submit a sales report. Read our FAS SRP GSA User Guide’s fee overview for more information.

You can download the most current Microsoft Excel template through our FAS SRP website.
How your TDR sales report entries should look
The SINs and CLINs you enter for FAS service entries do not have to match what you previously entered in IPP. Your TDR sales report entries must line up with the labor categories, hourly rates, and details on your GSA Advantage postings and approved GSA contract modifications. We want the line item info as shown on your contract.
Addressing a cannot find items error
You may be getting an error because the value entered does not match exactly with what you had on your catalog. Please reach out to TDRTeam@gsa.gov with questions.
Correcting data submitted in the wrong reporting period
Use the Adjust Data function in FAS SRP to correct your sales data.
Entering negative dollar amounts
FAS SRP accepts negative values for both Quantity of Items Sold and Total Price. Refer to the MAS Instructions tab in the TDR FAS SRP Excel Template for more details.
Industrial Funding Fee
Refresh 28 impact if you are already reporting sales and paying the IFF
Your course of action depends on whether you are TDR or non-TDR. You report quarterly and monthly sales in FAS SRP. However, if you are now required to participate in TDR, you would need to change your process in FAS SRP.

Credit card fees
Our FAS SRP does not charge extra fees for credit card payments.
