Personal Property Manager of the Year
Deric Sims
Department of Defense
Deric J. Sims is the Director of Equipment in the Office of the Deputy
Assistant Secretary of Defense for Logistics (ODASD) under the Assistant
Secretary of Defense for Sustainment.
Deric is responsible for the development and issuance of Internal Use
Software (IUS), Non-Tactical Vehicle (NTV), Property and Equipment
Accountability Policy which requires accounting and reporting the valuation,
existence and completeness of military and general equipment that
supports the Department's effort to become audit ready in accordance with
the Federal accounting standards, as well as developing an equipment
property accountability system that manages over 60 million assets valued
at over $181B within the business management modernization system. He
also ensures that the Department meets the NTV Fleet Congressional
mandates while meeting the Department of Energy acquisition and
utilization requirements.
Deric also demonstrates a level of commitment and acuteness for not only
his position but for the personal property mission of the Department. He
has served in multiple facets of the Directorate during organizational
changes and continues to ensure that his team supports the priorities
related to the Warfighter, and the necessary equipment needed to provide
support and funding to enhance the operations. During his tenure, Deric
has collaborated with the four major Components and 54 Defense
Agencies of Fleet and Property Managers in which he provided concise
directions and policies that governed the operational support to the field.
Without the background and constant communication between the
Interagency partners, Deric would not be able to facilitate cohesiveness to
meet the priorities of audit and accountability throughout the systems.
Personal Property Professional of the Year
Brent Cisler
Department of Veterans Affairs
Brent Cisler is an Alternate National Utilization Officer (NUO), for the
Department of Veterans Affairs. Brent is the driving force behind many
of the department’s events. On November 16, 2018, the Government
Accountability Office published GAO-19-33 (Federal Personal Property:
GSA and VA Have Opportunities to Improve the Exchange Sale
Process), which highlighted the Department of the Army was
performing the Exchange/Sale Authority (ESA) adequately as they
were familiar ESA due to the large amounts of helicopters being
exchanged and the Veterans Affairs was not performing ESA
satisfactorily, and that the General Services Administration could
improve the understanding of ESA for Federal Agencies to ensure
maximum use of the authority.
Since GAO-19-33 was published, Veterans Affairs has strived under
the leadership of Brent to improve its ESA usage to the point of now
leading the Federal Government. Veterans Affairs is using the ESA to
the full extent as prescribed in the United States Code Title 40 Section
503 and the GSA managed Federal Management Regulation (FMR)
Part 102-39. This means that the Veterans Affairs is using ESA Sales
for all personal property items and not just “large” items which is a
common practice across the Federal Government. Veterans Affairs is
also using ESA on small medical supplies, furniture, office supplies,
etc. which is ensuring that the Veterans Affairs is retaining financial
equity provided to them by Congress and U.S. Taxpayers. And the
retained equity amount has been growing exponentially since 2018 and
continues to grow.

- FY 2021: $4.34 Million
- FY 2022: $7.45 Million (over 1300% increase in four years)
- FY 2023 (through 2 nd Qtr.): $3.24 Million
In addition, ESA Sales proceeds are multi-year funds, the proceeds
enable VA Medical Centers to have personal property contingency
funds (approximately $150K at any given time) while waiting upon
approved budgets, which further supports Veteran care. The VA
Medical Centers are also benefitting shorter processing times of ESA
Sales in comparison to Excess/Surplus Sales, reducing space
constraints and cost avoidance. Veterans Affairs use of ESA has
proven to be a best practice for the Federal Government. And as a
result, the Veterans Affairs has given many presentations and provided
informative discussions to several Federal Government
departments/agencies. As of today, the program continues to seek
ways to improve its use. And Brent has been the key leader in this
effort that has proven to benefit each Veterans Affairs facility and
program across the enterprise.

General Services Administration, FAS
The General Services, Federal Acquisition Service, National Capitol Zone,
Personal Property Management Division (PPMD), demonstrates and
accomplishes a significant impact in all levels of government, pertaining to
the area of Personal Property Management.
The Personal Property Management program (PPM) provides services,
expertise and tools that ensure effective and efficient disposition of the
Federal government’s excess and surplus personal property assets, while
yielding the greatest return on an investment to the taxpayer. It facilitates
the reuse of excess and surplus personal property which offers other
federal, state, and eligible donees or sale to the public.
The PPM program aligns with two of the Federal Acquisition Service’s
strategic objectives:
- Design and deliver GSA products and services that yield measurable
savings while aligning with the customers mission, objectives and
changing the market demand.
- Make it easier to do business with the Government by simplifying
processes and streamlining access for customers and suppliers.
In FY 2023, the Personal Property Management Division made it easier for
customers to do business by training over 1,000 individuals on the personal
property management services and issuing over 1,100 continuous learning
points. The division has generated customer savings by facilitating the
reuse of excess and surplus personal property valued at over $450M in
original acquisition costs. This made a significant impact on the
environment and DEIA initiatives, by bridging the digital divide”, and
donating over 700 laptop computers to the DMV area public schools. As a
DEIA initiative, most of the computers were donated to schools located in
underserved communities. And, as part of the “Environmental Justice”
initiative, which reduces waste and avoid landfills, the Personal Property
Management Division has also provided an E-waste term contract and
scrap metal contract for federal agencies. This avoided Federal agencies
the time and cost to procure their own services. And as a result, the
division disposed 408,300 pounds in scrap metal and 67,856 in e-waste.
Lastly, the Personal Property Management Division maximized the return to
the taxpayer by conducting 27 sales that generated over $1M in program
revenue during the first two quarters of the fiscal year.
