8(a) STARS II
The 8(a) STARS II ordering period ended on August 30, 2021. Task orders issued 8/31/2011 – 6/30/2020 must be completed by August 30, 2024. Task orders issued 7/1/2020 – 8/30/2021 must be completed by June 30, 2022.
The STARS II contract base period was 8/31/2011 to 8/30/2016. The option period of the contract was 8/31/2016 to 8/30/2021. For questions on the expired 8(a) STARS II contract, contact us at S2@gsa.gov.
Alliant
The Alliant ordering period ended on April 30, 2019, and all task orders must be complete by April 30, 2024. We recommend Alliant 2 GWAC as a potential solution for future requirements. For questions on the expired Alliant contract, contact alliant@gsa.gov.
Alliant Small Business
The Alliant Small Business ordering period ended on February 2, 2019, and all task orders must be complete by February 2, 2024. For questions on the expired Alliant Small Business contract, contact alliantsb@gsa.gov.
Connections II
The Connections II ordering period ended on January 18, 2021 and is not accepting any new task orders.
Networx, WITS 3, and Local Telecommunications
All agencies using Networx, WITS 3 and Local Telecommunications contracts must transition to Enterprise Infrastructure Solutions contracts or another vehicle according to the following schedule:
- October 31, 2016: Agencies develop Agency Transition Plans; Transition Sponsors deliver ATP to GSA ITS.
- March 31, 2019: Agencies issue Fair Opportunity solicitations to industry.
- September 30, 2019: Agencies award EIS task orders.
- March 31, 2021: 50% of agencies’ telecom inventory must transition from expiring contracts.
- March 31, 2022: 90% of agencies’ telecom inventory must transition from expiring contracts.
- September 30, 2022: 100% of agencies’ telecom inventory must transition from expiring contracts; agencies sign Memorandums of Understanding for Continuity of Service period.
- November 1, 2022 - May 31, 2023: Contractors disconnect agencies without MOUs.
- June 1, 2023 - May 31, 2024: Continuity of Service period for agencies with signed MOUs.
- June 1, 2024 - May 31, 2026: Extended Continuity of Service period for agencies that provided specific justifications.
- February 28, 2026: Final expiration of all WITS 3 Telecommunications contracts.
- May 31, 2026: Final expiration of all Networx and and Local Telecommunications contracts.

Networx
Networx, a Best-In-Class solution, provides domestic and international network services to federal agencies at the lowest possible price. All Networx contracts are extended through 5/31/2026 as of February 2025.

Washington Interagency Telecommunications System 3
WITS 3 customers may choose from a variety of telecom services available to all the federal agencies in Washington D.C. and surrounding Maryland and Virginia counties.

Local Telecommunication Services
Our Local Telecommunications Services offer pre-competed Indefinite Delivery/Indefinite Quantity telecommunications and network services. These include Voice over Internet Protocol, and local and global telephone service.

- GSA’s current full service model (formerly regional services Regions 1 through 10 local service agreements) require interagency agreements according to FAR Subpart 17. — Interagency Acquisitions
Local telecommunication contract end dates
- Several Local Telecommunications contracts end before May 31, 2026 and will not be extended through May 31, 2026.
- Agencies with inventory on a contract ending before May 31, 2026 must transition services on the contract before the contract end date.

Legacy FSSI Wireless BPA
The FSSI Wireless BPA expired, but users can still modify existing orders or exercise your option to extend through 2023. Lines, services, and features that are in-scope to the task order may be added or changed throughout the period of performance. Active task orders on the 8(a) STARS II, Alliant, and Alliant Small Business contracts can continue and exercise any remaining options until the dates noted.
VETS
The VETS GWAC contract ordering period ended on February 1, 2017. We recommend VETS 2 as a solution for future requirements. For questions on the expired VETS contract, contact vetsgwac@gsa.gov.

Your relay official will help oversee your agency’s transition and coordinate the TRS registration process.
