Use the Data Survey Template [XLSX - 37 KB] to do an internal audit.
The request for quotation generator tool can get you started. Use it to put voice and data requirements into a downloadable RFQ template for schedule vendors. Your RFQ must include the description and quantity of supplies to be delivered/services to be performed and the criteria upon which the evaluation will be based.
The RFQ template [DOCX - 79 KB] can help you gather your agency’s inventory. Save-as-you-go functionality allows you to add more information as you gather it.
Download the Wireless Savings Calculator [XLSX - 339 KB] to do your pricing research. This tool uses actual prices paid for carrier wireless services. It will use the lowest awarded prices to date to help you calculate:
The Wireless Savings Calculator is an aid, not a substitute for a request for information and quotes from our industry partners.
If your agency needs help defining the task order to meet requirements, you can send requirements and objectives to the contractors and ask for their suggestion(s).
You can also use the information in the data survey to describe total devices, usage attributes, and locations to vendors when you ask for suggestions.
Identify contracts that have accepted the Section 889 mass modification clause using the Modification Dashboard.
Ensure fair opportunity according to the Federal Acquisition Regulation (FAR) part 8.405-3(c)(2). If your task order is above the micro-purchase threshold, you must provide equal consideration for all wireless carrier services contractors.
The best way to do this is through eBuy. Or, you can contact each of the contractors directly.
As you prepare your solicitation, consider the following:
If your agency needs help defining the task order to meet requirements, consider an RFI. Your agency can send requirements and objectives to the contractors and request their suggestion(s).
We can help you conduct your RFI with Market Research As a Service (MRAS).
Create a statement of work or statement of objectives. If you request it, we will review your SOW and provide feedback.
Ensure fair opportunity according to FAR Part 16.505. The best way to do this is via eBuy.
Follow your agency’s policies to evaluate proposals.
Follow your agency’s policies for awarding and managing the task order.
You can also have GSA compete and award your task order. Through our Assisted Acquisition Services (AAS), we can order and manage the task order on your behalf, allowing you to focus on your mission-critical tasks.
If you need help ordering, contact Wireless@gsa.gov.
