About non-contract PN ordering
In recent years, DoD ordering activities have submitted requisitions from their DLMS-compliant ordering systems, such as GCSS Army, for part numbers (PNs) not listed on either the GSA Advantage or GSA Global Supply website (i.e., non-contract PN items).
Beginning in FY22, GSA established an in-house reverse auction apparatus called Instaquote to automatically solicit, compete, and award the incoming requisitions.
As the incoming requisitions have grown so too has the list of participating vendors, with over 35 active vendors as February 2023, offering PN items for customers across a broad range of industrial products (tools, hardware, and other maintenance or repair items). The list of offered items has also grown to more than 200,000 active quotes and climbing.

- Place your requisition with GSA using your in-house requisitioning system. For Army users, a guide [PDF - 872 KB] is made available to assist with establishing the ‘non-standard’ PN items in G Army. For other services, please follow your in-house procedures for requisitioning.
- Track your requisition after submitted just as you would any GSA requisition.
